Mix the flour, water, and salt together until they form a soft dough.

In a large bowl, prepare the filling by combining the minced meat with onions, salt, black pepper, and cumin.

Divide the dough and roll it out into circles using a rolling pin. Place a spoonful of the filling in the center of each circle, then fold the edges towards the center to seal the Mantu pot.

Fill the bottom of the pot with water, add a pinch of salt, grease the dumplings with oil, and arrange them in the pot.

Cook the dumplings on medium heat for about 15 minutes, then serve.
